the superior court in san francisco recently said that it will have to reduce its staff by 42% compared to where it was two years ago, and that it will have to close 25 court firms -- courtrooms. we have established a commission for the preservation of the justice system that is chaired by ted olson and david boyce, speakers at this great forum in the past, and 24 of the most prominent lawyers in the country, both women and men, all ethnicities, both sides of the aisle, to look at this issue. let me tell you what we found. in hearings around the country, we found the supreme court of georgia telling us that there court is so under-funded that she has to ask nexus' lexus for pencils for her law clerks. in ohio, you cannot finally pleading unless you bring your own paper. in new hampshire, the court closed the courts to all civil jury trials for a year, a year. alabama supreme court justice said she is going to have to reduce civil trials by 50% and criminal cases by 1/3. well, we have spent $1.30 trillion in bringing the rule of law to parts of the rest of the world. the rule of law begi

i was formally -- formerly a gang member who grew up in san francisco. we all have stories of guys involved with the gang. everyone has a different story of why they joined. my thing is, i believe it works for me to be involved with kids who were in gangs -- i worked with all of the shot colors and i had a goal while i was there. it took me 10 years before i started to transform my life. in the meantime i have the goal that i wanted to be out here. i wanted the opportunity. i was given a life sentence in 1979. i was involved in gang and i caught a murder case. 15 years to life -- and i came here in 1979 and i got out -- and i have been out for almost five years. in my heart, i knew i found a solution when i was incarcerated. and there are different stories. some of the kids joined the gangs because they want to fit into something. some of them don't have a family, and the father and mother are working. for a lot of kids, there is a lot of idle time. it is not like, i will join the gang and i will shoot you. you grow up that way, and before you know you a

i have been a tour guide in san francisco for the last 15 years. i am a member of the san francisco tour guide guild, but i'm not speaking on their behalf because we are all independent. however, i had done walking tours in north beach, so, i'm familiar with that and they've been my most successful people. love the area. as a matter of fact, [speaker not understood] has been a lovely stop there. but i haven't gone through that neighborhood, but i can imagine what she's going through. whenever you open a magazine and the san francisco travel is promoting the city, they're promoting all our neighborhoods. i also conduct tours for folks in motor coach to get from one side of the city to the other. please keep in mind that columbus avenue is a major artery. when i take us around the city and i need to move around in three hours so they can go on to something else, or four, that i simply cannot afford to eliminate all of north beach and hie because my only route is columbus avenue, unless i go by van ness. and particularly with the america's cup coming
